Clatsop County Provides Drinking Water Relief to Evergreen Acres Customers

While the Oregon Health Authority works to resolve drinking water concerns for Jewell residents who receive water from Evergreen Acres Water Services, Clatsop County is securing temporary water for those residents.


Clatsop County Environmental Health has been in daily communication with OHA and will continue doing so until clean water is available to Evergreen Acres customers.


  • Clatsop County Public Works delivered six pallets of water today for residents served by Evergreen Acres and on Thursday evening, one pallet of water was delivered to Nehalem Valley Community Church.
  • A 500 gallon Water Mobility Trailer has been delivered to the church with potable water. The Elsie-Vinemaple RFPD will monitor the water level regularly and refill the trailer. 
  • Clatsop County Emergency Management is working with Oregon Emergency Management to secure a long term solution for the area.

Clatsop County Responds to Proposed HCP Impacts 

Clatsop County supports a Western Oregon State Forest Habitat Conservation plan. An HCP could improve certainty around outcomes for timber harvest, conservation, county revenues and other public values.


The current draft being considered by the Oregon Board of Forestry, however, exceeds the amount of conservation area necessary to meet federal services approval. 


As now written, the HCP will unduly impact local taxing jurisdictions, rural employment and essential community services.

Housing Amendments Public Information Session

Land Use Planning staff will host a hybrid meeting at 5 p.m., Tuesday, January 16, to provide information about several changes to the County’s zoning code to facilitate housing development. 


The meeting will be hosted in-person at the Judge Guy Boyington Building, 857 Commercial Street, Astoria, and via Zoom.

Childcare Facility Barriers Work Group

Clatsop County has been selected by the Department of Land Conservation and Development to participate in a newly-formed work group that will examine barriers to locating childcare facilities. 


Clatsop County is one of 11 counties considered “severe” child care deserts for infants and toddlers according to a report from the Oregon Child Care Research Partnership


Clatsop County, in partnership with Columbia Memorial and Providence Seaside hospitals, committed $620,000 towards a Child Care Grant program in 2022. The program was established to retain and expand child care options. 


Lack of available and affordable child care affects not only working families, but has larger impacts on the region’s overall economy. 


DLCD’s work group will examine barriers statewide in consultation with the Department of Early Learning and Care and the state’s Building Codes Division. A final report is due back to the Oregon Legislature by December 31, 2024.

Oregon Department of Human Services New Location

The Oregon Department of Human Services has finalized a temporary office at 422 Gateway Ave, Astoria. This office will house Child Welfare and Self-Sufficiency Programs. ODHS plans to be at this location for the next nine months and is currently working on securing permanent locations to best meet the needs of the North Coast community.


In partnership with NW Connector, the public bus has been rerouted to be closer to this new building on Gateway, between Portway St and Hamburg St, increasing access for staff and those ODHS works with. 


ODHS Vocational Rehabilitation (VR) services will remain at the Clatsop Behavioral Healthcare offices located at 65 North Hwy 101, Suite 204, in Warrenton.

New Point Size Requirement for Filing Documents 

Effective January 1, 2024, documents being recorded in the County Clerk’s property records must have text with font sizes of at least 10-point type


We urge all customers to begin updating their forms and templates early to avoid recording delays or extra charges.

Volunteers Sought for Clatsop County Boards, Councils and Committees

4-H Extension Budget Committee

Clatsop County is accepting applications for two vacancies on the 4-H Extension Budget Committee.


Budget committee members review the proposed overall 4-H Extension Service budget, make recommendations and approve the proposed 4-H Extension budget for adoption by the county commissioners.


The vacancies are for three-year terms.

Human Services Advisory Council

Clatsop County is welcoming applications for one open seat on the Human Services Advisory Council.


The Human Services Advisory Council advises the Board of County Commissioners on mental health and alcohol and drug abuse services. 


The council meets the first Thursday of each month to identify needs, establish priorities for publicly funded services and assist in selection of service providers, evaluate services and provide a link to the public through advocacy and education. 



There is one open seat with the term ending February 28, 2024, which may be renewed for a new three-year term.

Recreational Lands Planning Advisory Committee

Clatsop County invites applications from individuals interested in serving on three open seats on the Clatsop County Recreational Lands Planning Advisory Committee. 


The Board of Clatsop County Commissioners created the Clatsop County Recreational Lands Planning Advisory Committee to assist the County in the development of long-range plans for County parks and to direct the formulation and preparation of amendments to Clatsop County’s Recreational Lands Element of the Comprehensive Plan.

Ambulance Services Area Advisory Council

Clatsop County has one open seat on the Ambulance Service Area Advisory Committee and is accepting applications.


The vacancy is for a citizen member with a term beginning in April 2023 and expiring in March 2026. The applicant cannot have any agency affiliation.


The committee meets four times annually and monitors and reviews local emergency medical services in accordance with the county Ambulance Service Area Plan and Ambulance Franchise Agreement.


The committee relies on information from service users, providers, and the medical community, monitors the coordination of service resources and dispatch procedures, and reviews service area boundaries.

Crews will:


  • Brush chop on Youngs River Road
  • Ditch on Lower River Road, Fort Clatsop road and Brownsmead area
  • Brush chop on Wadsworth Road and Delaura Beach Lane
  • Perform culvert maintenance county wide including possible culvert jetting on Lower Nehalem Road
  • Monitor for inclement weather affecting roads

An appointment is required prior to coming in for new passport processing. Routine service can take 7-10 weeks or longer. Expedite service can take 3-5 weeks
